Six people, including three soldiers, were on Saturday feared dead as the
boat in which they were travelling was reportedly attacked by suspected
gunmen along Nembe waterway in Nembe local government area of
Bayelsa state.


As at the time of filing this report, the remains of the fallen soldiers and
other passengers on board of the speed boat were yet to be located, as a
security source disclosed to our correspondent that more men had been sent
to the spot, including the local divers.


Confirming the incident, the Commander of the Joint Military Task Force,
Lt. Col. Chris Musa, said three of his men were involved in a boat mishap
on their way to Yenagoa, but could not ascertain whether the attack was
carried out by gunmen or it was a boat mishap.


Lt. Col. Musa said that even though the affected soldiers were in mufti,
they were on official assignment to Yenagoa.


On the identities of the affected soldiers, he said it was too early to give
such details as his men were still searching for their remains, adding that this
would be done after the family of the deceased had been properly briefed.


Bribery and Corruption On the Rise In Kenya

Kenyans now pay more bribes to government officials and agencies in order to
have access to public services due  to their government inefficiecy and ineptitude.

The transparency Internation-Kenya said in its latest report that '45% of
respondents paid bribes to speed up access to services, compared to 29% last
year. Public service delivery in Kenya are prone to bribery due to impunity
entrenched by leadership, inefficiency in public sectors, and policies that hamper
Kenyans ability to understand, monitor and access the impact and process of
service’’

Executive Director TI-Kenya Mr. Job Ogonda, noted that service delivery in
Kenya are prone to bribery due to impunity entrenched by leadership,
inefficiency in public sectors, and policies that hamper Kenyans ability to
understand, monitor and access the impact and process of service delivery.

He said containing  bribe means that Kenyan citizens must be able to monitor
and influence service and policy impact at the lowest local level.

The report also identifies the police, ministry of lands and Ministry for local
government as the most affected by corruption.

The employment sector has however the highest bribe size this year.  Bribes paid
in relation to employment are twice as much as bribes paid for business
purposes.

The pervasiveness of corruption is turning Kenya into a nation of predominantly
resigned citizens on matters of transparency and accountability in the
management of public affair said Job Ogonda.

The Kenya Police According to the reports, the likelihood of encountering
bribery with a police is highest at 93%, followed by local authorities and Nairobi
City Council at 84% and 83% respectively. The police ranking is compounded
by the police capacity to extract bribe from the citizens, and the ability to inflict
punishment amongst others.

According to the reports rampant corruption in the public sectors risks socially
legitimising alternative justice systems such as illegally-armed groups, vigilanteism
and mob-justice

Recommendations

Transparency International - Kenya  recommends the following:

  • Institutions should strengthen their capacity to enable citizens participate in
    monitoring efficiency in the institutions through dissemination on the
    processes and time frames for effect of specific services.

  • Citizens should take up their civic responsibility and demand for
    accountability from institutions and their leaders to contain impunity.

  • Service delivery policies should be more efficient to enable ease in
    accessing services.

  • The government should enforce our laws to make corruption an expensive
    venture and the risks as high to contain the culture of impunity
